·**Data is current** — refreshed from ECCC GHGRP's 2024 reporting year (1,745 sites now on 2024 filings, newest `reference_year` 2024); a site's `last_reported_year` is stored and shown so a 2011 figure is never presented as current

·**Never assert venting/flaring we cannot prove** — the venting/flaring split exists only for facilities that report a fugitive source (oil & gas). Landfill gas is filed under "Waste", so for those sites the flux UI says *no claim* instead of a false "not flaring"; `flux_scope: fugitive | not-applicable` records it

·**Vented vs flared per site** — `ch4_vented_kg_day`, `ch4_flared_kg_day`, `flare_share_pct` from the Emissions-by-Source file, so an "already flaring" site (permits + destruction equipment in place → fastest to deploy) is findable

·**Visible recency & flux filters** — Data recency (2024 / 2023 / 2022 or older) and Flux status (already flaring / venting) filters on map, `/sites` and `/provinces`; per-site badges and honest counts with a coverage caveat

·**Silence is now legible** — the 1,547 sites whose reporting category publishes no venting/flaring split (91 of 111 landfills, incl. Essex-Windsor, Ridge, Walker and Vancouver) carry an explicit **"No venting/flaring split"** chip with a plain-English reason, instead of a blank that a reader could mistake for "this site does not flare"; venting-only sites also get a **"Venting"** chip beside "Currently flaring"

·**Honest counts everywhere** — every flux count states its coverage (`208 of 1,064 sites with a fugitive split`, ~12.2% of total CH₄); `/provinces` says *"N report flaring"*, never a bare *"N flaring"*

·`scripts/refresh-eccc-data.js` re-discovers the download URLs at run time (no rotting hard-coded link), parses the CSVs with the Node stdlib (no new deps), never silently drops a site

·**Hover before click** — a pin hover now teaches: name, measured CH₄/day, Stranded Score and *"Gas supports up to 468 miners ≈ $/day"*, computed with the same helpers the cockpit uses (vector pins **and** DOM markers)

·**Click → a cockpit, not a form** — header badges first (data recency `ECCC 2023 · high confidence`, flux when the dataset carries it, "verify this yourself"), then **one big number** (sats/day + $/day), then the miner-stack visual, then the readout strip, then **"How this number is made"** (hashprice used, above/below the network-derived estimate, power-cost assumption, data year)

·**Capacity bar replaces the slider as the primary control** — filled = your miners (blocks drawn to scale, legend always says `1 block = N miners`), amber hatch = *left on the table*; drag it, tap ± (44 px), or type an exact count; a numeric label (`468 / 468 miners · 1,895 kW of 1,895 kW`) means it reads in grayscale

·**Ceiling behaviour** — when the bar is full an inline chip offers `+ Add another <genset>`; adding one raises the ceiling and re-scales the bar (the slider now lives under Advanced)

·**Two modes, human names** — *Fill the gas* (default) and *My build*; the spare-gas figure appears only in *My build* as information, never a scolding

·**Templates as a shelf** — the 5 industry presets + saved templates render as cards with a one-line promise and the **live result at the selected site** (gensets, kW, miners, sats/day); one click applies; own templates tagged `yours`

·**Venting baseline vs your build** — `+$/day net` and `+t CO₂e avoided/yr` next to the big number, with the venting case as the ghost line

·**Send this build to the team** — one obvious next step that opens the certified application with the fleet link, category `Site application` and subject `Stranded Energy — Site application: <site>` pre-filled (the lead form reads `?category=&site=&fleet=` and adds the build link to the email body)

·**Mobile-first** — bottom sheet with drag handle (≤85 vh), sticky thumb-zone bar with ± and the live count, shelf becomes a snap-scroll row, readout collapses to the two numbers that matter with a "show all" expander; every ⓘ tooltip has a tap/focus equivalent

·**Desktop spends the width** — cockpit docked at 480 px (560 px ≥1600 px) beside the map, readouts 4-across, shelf 2–3 cards across, map controls shift clear of the docked panel

·**Accessibility** — the stack control is a focusable `role="slider"` with arrow / PageUp / Home / End keys and an `aria-valuetext` naming the current build; 44 px touch targets; visible focus rings

·**First-run guidance** — dismissible 3-step strip (*Pick a site → See the build → Send it*) plus the ⌘K hint, remembered in guarded localStorage

·`lib/fleet-model.ts` extracts the fleet economics out of the panel (same arithmetic) so the cockpit preview, the readouts and the exports can never disagree; `lib/cockpit.ts` holds the pure presentation helpers (+ 30 new assertions in `scripts/test-helpers.mjs`)
